The second IKG dimension is the Empowerment Dimension. This dimension consists of 2 indicators, namely the percentage of legislative members and the percentage of population with high school education or above. These two indicators are differentiated between men and women. Data on the percentage of legislative members was obtained from the Council Secretariat, while data on the percentage of the population with high school education and above was obtained from Susenas data.

During the 2018–2022 period, the percentage of female legislative members tends to increase, although in 2021-2022 it slightly decreased compared to 2020. An increase also occurred in the percentage of the population with a high school education or above during the same period, both men and women.

The percentage of the male population in 2018 was 30.71 percent, increasing by 4.17 percentage points to 34.88 percent in 2022, while the percentage of the female population increased from 25.82 percent in 2018 to 30.44 percent in 2022 ( increased 4.62 percentage points).

The increase in the percentage of female legislative members represents an increasingly equal role for women and men in decision making. Likewise, the increase in women's education, which is higher than men, makes the level of education between women and men more equal.
